ISARD works at the four basic levels

1. Ascertaining the basic needs of the community through participatory and applied research. Information dissemination and making access to all sorts of information for the target groups. 
2. Conduct training, research study and documentation. Also takes initiative for collective advocacy for emerging developmental issues.
3. Implement need based demand of the community with the integrated programs for sustainable development.
4. Establish co-ordination and collaboration with government both state and centre, international organizations, corporate, research organization and NGOs for implementing the programs and policies through mutual co-operation.
